I have examined the accompanying Ordinance intituled
An Ordinance to provide for the transference of property, rights and

powers to successive holders of the office of Custodian of Enemy
and I am of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2.
The object of this Ordinance is to make it clear that any property, rights or powers vested in, or conferred upon, any holder of the office of Custodian pase to his successors in office, and have always so passed. This is important for the purpose of dealing with the legal estate, particularly in the case of leasehold property. There have been a great many changes in the holders of the office.
